The Dutch East India Company (VOC; in Dutch: Vereenigde Oost-Indische Compagnie) was the world’s first multinational corporation and the most powerful commercial enterprise of the 17th and 18th centuries. The Charter of 1602
The VOC’s charter was unprecedented. The States General granted the company a 21-year monopoly on all Dutch trade east of the Cape of Good Hope. The charter also delegated to the company the authority to:
- Wage defensive and offensive wars
- Build and occupy forts
- Establish colonies
- Negotiate treaties with Asian rulers
- Coin its own money
- Appoint governors, judges, and other officials
- Administer justice in its territories
- Maintain its own army and navy

The Six Chambers
The VOC was organized into six regional chambers (kamers): Amsterdam, Zeeland, Rotterdam, Delft, Hoorn, and Enkhuizen. The Spice Monopoly
The VOC’s primary objective was to control the spice trade—the most lucrative commerce in the world at the time. The company focused on the production and trade of cloves, nutmeg, and mace, which were native to the Maluku Islands (the Moluccas) and Banda Islands.
To secure its monopoly, the VOC employed a combination of:
- Trade treaties with local rulers, often enforced with threats of force

The Banda Massacre (1621)
The most infamous act of VOC brutality was the Banda Massacre. Governor-General Jan Pieterszoon Coen ordered the conquest of the Banda Islands to establish a complete monopoly over nutmeg production. In 1621, VOC forces killed, enslaved, or expelled the islands’ population. Only 60 of the 2,500 original inhabitants survived, forced into slavery by the Dutch.
Coen’s justification for the massacre was economic—he believed that the only way to maintain profitable nutmeg prices was to control the supply completely. The Banda Islands were repopulated with Dutch planters and imported slaves from other parts of the archipelago. The VOC’s monopoly of nutmeg was secured and, for the next century, Banda became a source of immense wealth for the company.
The Founding of Batavia (1619)
In 1619, Coen captured the city of Jayakarta (now Jakarta) on the island of Java, renaming it Batavia. This became the VOC’s regional headquarters, the capital of the Dutch East Indies, and the center from which the company administered its empire.
Batavia was designed as a Dutch city in the tropics—complete with canals, Dutch-style houses, and a fortified castle. It was home to Dutch officials, merchants, and soldiers, alongside a larger population of Indos (Eurasians), Chinese traders, and indigenous Javanese laborers. Under the VOC, Batavia grew into one of the most important commercial centers in Asia.
The VOC’s Peak (1630s–1690s)
The VOC reached its peak in the mid-to-late 17th century. The company expanded its control:

Decline and Fall (1799)
The VOC’s decline began in the late 18th century. The causes were numerous:

Story Hook: The Accountant’s Ledger
In 1775, in the VOC office in Batavia, a Dutch accountant named Jacob van der Heijden discovers a discrepancy in the company’s accounts. The figures do not add up. He investigates and finds that a shipment of nutmeg from the Banda Islands—worth thousands of guilders—has been diverted to a private trader in Malacca.

Monopoli Rempah

Menjelang 1790-an, VOC sebenarnya muflis. Pada 17 Mac 1799, Jeneral Negeri membubarkan syarikat dan mengambil alih hutang dan wilayahnya, menubuhkan tanah jajahan negeri Belanda di Hindia Timur.

Story Hook: Lejar Akauntan
Pada 1775, di pejabat VOC di Batavia, seorang akauntan Belanda bernama Jacob van der Heijden menemui percanggahan dalam akaun syarikat. Angka-angka itu tidak kira. Dia menyiasat dan mendapati bahawa satu penghantaran pala dari Kepulauan Banda—bernilai ribuan guilder—telah dialihkan kepada seorang pedagang persendirian di Melaka.
Jacob melaporkan percanggahan itu kepada atasannya. Mereka berterima kasih kepadanya dan menyuruhnya melupakannya. Dia mendapati bahawa pedagang persendirian itu adalah anak saudara seorang pengarah Heeren XVII. Pala itu tidak “dialihkan”—ia dicuri, dengan persekongkolan pegawai VOC.
Jacob berhadapan dengan pilihan: dia boleh melaporkan kecurian itu kepada Jeneral Negeri, mempertaruhkan kerjayanya, nyawanya, dan reputasi syarikat. Atau dia boleh berdiam diri, seperti ratusan akauntan VOC sebelumnya, dan membenarkan rasuah berterusan.
