The Ethical Policy (Ethische Politiek) was a reform program introduced by the Dutch colonial government in 1901, which professed a “debt of honor” to the Indonesian people. It aimed to improve education, health, and economic conditions for the indigenous population, but its unintended consequence was the creation of a new educated elite that would lead the Indonesian national awakening.

Background
The Ethical Policy was a response to growing criticism of the Dutch colonial system, particularly the brutal Cultivation System (Cultuurstelsel), which had caused mass famine and suffering in Java. The policy was inspired by the writings of Conrad van Deventer, who argued that the Netherlands owed a “debt of honor” to the Indonesian people.

The policy focused on three main areas:
- Education: Building schools for indigenous children
- Health: Improving sanitation and medical services
- Economic development: Agricultural extension, irrigation, and infrastructure
Unintended Consequences
The most significant consequence of the Ethical Policy was the creation of a new educated elite. These Indonesians, educated in Dutch-language schools, began to question colonial rule and articulate a vision of a unified Indonesia. They became the leaders of the national awakening and the independence movement.
Legacy
The Ethical Policy is considered a turning point in Indonesian history. While it did not achieve its stated goals of “civilizing” the indigenous population, it created the conditions for the rise of Indonesian nationalism.
