The Cultivation System (Cultuurstelsel) was a brutal Dutch colonial economic policy introduced in 1830 by Governor-General Johannes van den Bosch. It required Javanese peasants to devote 20% of their land to cash crops (sugar, coffee, indigo, tea, tobacco) for export to Europe—or alternatively, to spend 66 days per year working on government plantations.

The System
The system was a form of forced labor that generated enormous profits for the Dutch government and private investors. Java became one of the most profitable colonies in the world, generating revenues that financed Dutch infrastructure and industrialization.
The Cost
The system was imposed with brutal efficiency, causing widespread famine and suffering. The period saw some of the worst famines in Javanese history, with an estimated 1 million deaths between 1846 and 1849 alone.
The End
In response to growing criticism, the Dutch government gradually dismantled the Cultivation System in the 1870s and shifted to a Liberal Policy, allowing private enterprise to invest in the colony.
Legacy
The Cultivation System is considered the most reviled symbol of colonial exploitation in Indonesian history.
