Conrad van Deventer

Conrad van Deventer (1857–1915) was a Dutch lawyer, politician, and colonial reformer whose writings on the “debt of honor” (eereschuld) became the intellectual foundation for the Ethical Policy of 1901.

The Debt of Honor

In his 1899 essay “Een Eereschuld” (A Debt of Honor), van Deventer argued that the Netherlands owed a moral and financial debt to the Indonesian people for the enormous wealth extracted during the Cultivation System (Cultuurstelsel). He proposed that the Dutch government should repay this debt by investing in education, irrigation, and welfare for the indigenous population.

Influence

His ideas were adopted by the Dutch government and became the basis of the Ethical Policy. The policy created schools that educated a new Indonesian elite, who would later lead the national awakening and independence movement.

Legacy

Van Deventer is remembered as a colonial reformer whose ideas, though shaped by colonial assumptions, created the educational conditions for Indonesian independence.
