Overview
The Renville Agreement — signed on 17 January 1948 aboard the USS Renville, a United States Navy transport ship anchored in Jakarta Bay — was a ceasefire agreement between the Netherlands and the Republic of Indonesia brokered by the United Nations Good Offices Committee. It was intended to halt the hostilities that had erupted during the First Dutch Military Aggression (July 1947) and to establish a framework for further negotiations toward a political settlement.
In practice, the agreement was highly unfavorable to the Republic. It required the Republic to withdraw its forces from territories occupied by the Dutch during the aggression — effectively recognizing Dutch control over the economically valuable regions of Java and sumatra — and established a ceasefire line known as the Van Mook Line. The agreement also called for the establishment of a federal “United States of Indonesia” — a concept that the Republic had consistently rejected.
The Renville Agreement is often regarded as the low point of Republican diplomacy during the Indonesian National Revolution. It exposed the Republic’s military weakness and forced its leadership to accept terms that would later prove unsustainable.
Background
Following the First Dutch Military Aggression (July–August 1947), the United Nations Security Council had called for a ceasefire and established the Good Offices Committee (GOC) — consisting of representatives from the United States, Australia, and Belgium — to mediate between the two parties.
The Dutch had achieved their military objectives: they had captured the economically productive coastal regions of Java and Sumatra, including the oil fields of Palembang and the sugar plantations of East Java. The Republic, though militarily defeated in conventional terms, had not surrendered. Its forces had retreated to the interior and were reorganizing for guerrilla warfare.
The GOC sought to translate the military stalemate into a political agreement. Negotiations began in October 1947 but quickly stalled over the question of territorial control. The Dutch refused to withdraw from the territories they had occupied; the Republic refused to recognize Dutch sovereignty over any part of Indonesia.
The USS Renville
The negotiations were deadlocked until the GOC proposed a radical solution: the two parties would negotiate aboard a neutral vessel, the USS Renville, a US Navy transport ship anchored in Jakarta Bay. The ship was chosen because it was technically US territory, providing a neutral ground that both parties could accept.
The negotiations aboard the Renville lasted from 8 December 1947 to 17 January 1948. The confined space, the intense pressure from the GOC, and the deteriorating military situation for the Republic all contributed to the final agreement.
Key Terms of the Agreement
The Renville Agreement consisted of three main components:

The Van Mook Line
The ceasefire line — known as the Van Mook Line after the Dutch Lieutenant Governor-General Hubertus van Mook — was the most contentious aspect of the agreement:
- It placed the economically productive regions — including the oil fields of Palembang, the sugar plantations of East Java, and the rubber plantations of West Java — under Dutch control.
- The Republic was forced to withdraw its forces from these areas, effectively recognizing Dutch sovereignty over them.
- The line created a demilitarized zone between the two sides, patrolled by the GOC.
For the Republic, the Van Mook Line was a humiliating retreat. It meant abandoning the territories that the Republic had claimed as its sovereign territory since 1945.
The Republic’s Dilemma
The Republic’s leadership, led by Sukarno and Hatta, faced an impossible choice:
- Accept the agreement: This meant recognizing Dutch control over key territories, undermining the Republic’s claim to sovereignty, and risking a collapse of popular support.
- Reject the agreement: This meant continuing the war alone, without international support, and risking a complete military collapse.
Under intense pressure from the GOC — and with the threat of US aid being cut off — the Republic reluctantly accepted the agreement. The ratification by the Republican parliament (KNIP) was narrowly passed on 19 January 1948, after days of bitter debate.
The Aftermath
The Renville Agreement was a truce, not a peace treaty. Both sides continued to violate the ceasefire, and the political negotiations that were supposed to follow the agreement never produced a lasting settlement.
For the Republic:
- The withdrawal from the Van Mook Line territories was a serious blow to its prestige and its economy.
- The TNI (Indonesian National Army) was forced to reorganize and rebuild its forces in the reduced territory.
- The agreement created a deep rift within the Republican leadership between those who favored diplomacy and those who advocated armed struggle.
For the Dutch:
- The agreement gave them de facto control over the most valuable economic regions.
- It exposed the Republic’s military weakness, leading the Dutch to believe that a second military offensive could finish the job — a miscalculation that would lead to the Second Dutch Military Aggression in December 1948.
The Renville Agreement is often remembered as the “Munich of Indonesian diplomacy” — a humiliating concession that bought time but ultimately failed to secure peace.
The Agreement and the Dark Lines
The 210-Day Contract
The Renville Agreement was signed on 17 January 1948 — a date that falls just outside the twilight window of the 210-day-contract (which is centered on the Pawukon calendar’s closing days). The Republic’s negotiators, advised by traditional dukun, may have deliberately sought a date outside the window to avoid the heightened spiritual instability that accompanied the contract’s most volatile periods.
The signing on 17 January, rather than during the more volatile late December period, may have been a strategic choice to minimize the cosmic risks associated with the agreement.
The Mana Curse
The Republic’s diplomatic humiliation at Renville — its forced withdrawal from territories it had claimed as sovereign — can be read as a symptom of the mana-curse. The curse had systematically reduced the Republic’s spiritual capacity, leaving it vulnerable to military and diplomatic pressure.
But the curse was not absolute. The Republic’s survival, even in its reduced territory, demonstrated that the old resilience had not entirely disappeared. The TNI’s reorganization during the Renville period laid the groundwork for the guerrilla resistance that would follow the Second Dutch Military Aggression.
The Fourth Realm
The Van Mook Line, as a physical boundary imposed by colonial power, may be understood as an attempt to map colonial control onto the spiritual geography of the archipelago. But the Fourth Realm does not recognize such boundaries — and the subsequent failure of the Dutch to pacify the territory behind the line suggests that their control was always provisional.
