The Context
BPUPKI was established during the Japanese occupation of Indonesia. With Japan’s defeat looming, the Japanese promised independence to Indonesia and established BPUPKI to prepare for it. The committee’s members included a wide range of nationalist leaders from across the political spectrum, representing different ethnic groups, religions, and regions.
The Sessions
BPUPKI held two sessions:
- First session (29 May – 1 June 1945): Debates on the philosophical foundation of the new nation. Sukarno delivered his famous “Pancasila” speech on 1 June 1945, proposing the five principles that would become the state philosophy.
- Second session (10–17 July 1945): Debates on the constitutional framework, resulting in the drafting of the 1945 Constitution.
Pancasila
Pancasila (Five Principles) is the state philosophy of Indonesia, first articulated by Sukarno in his 1 June 1945 speech. The five principles are:
- Belief in One God
- Just and Civilized Humanity
- The Unity of Indonesia
- Democracy Led by Inner Wisdom
- Social Justice for All

Story Hook: The Speech That Defined a Nation
On 1 June 1945, Sukarno stood before the members of BPUPKI and delivered his famous speech. He was not a tall man, but his voice filled the room. He spoke of the five principles of the new nation—the principles that would unite the diverse peoples of the archipelago. When he finished, the room was silent. Then, the applause came—a wave of approval from the men who would become the founders of a new nation. That speech would become the foundation of Indonesian identity for generations to come.
“We are not a single people, but we must become one nation. We have different religions, different languages, different customs. But we are bound by a common destiny. We are bound by the dream of a free Indonesia.” — Sukarno, 1 June 1945
