Indonesia Raya

The Dream That Shaped a Region

Greater Indonesia (Indonesia Raya or Melayu Raya) was a political vision that imagined the unification of the entire Malay world—a single nation-state encompassing the Malayan Peninsula, the Indonesian archipelago, and the island of Borneo. It was a dream of unity, of a people who shared a common language, a common history, and a common destiny, brought together under a single flag.

The vision was not born in the halls of power; it was born in the hearts of nationalists who saw the arbitrary borders of colonialism as a violation of the natural order. The Dutch had divided the archipelago. The British had divided the Malay Peninsula and Borneo. The Portuguese had held Timor. The dream of Greater Indonesia was a dream of reunification—a dream of restoring the unity that the ancestors had known.

The Roots of the Dream

The idea of a unified Malay world has ancient roots. The concept of Nusantara—the “islands between”—was already present in the 14th-century Majapahit Empire, which imagined a political and cultural unity stretching across the archipelago. The spread of Islam across the region in the 15th and 16th centuries created a religious and cultural unity that transcended political boundaries.

In the 20th century, the dream was revived by a new generation of nationalists:

The Dream in Action

The Maphilindo Plan (1963)

In 1963, the President of the Philippines proposed the Maphilindo federation—a union of Malaya, the Philippines, and Indonesia. The name reflected the shared Malay heritage of the three nations, and the proposal was supported by Sukarno.

The federation was never realized. The Philippines had its own claims to Sabah, Indonesia was committed to its own vision of Greater Indonesia, and Malaya was moving toward the formation of Malaysia.

The Formation of Malaysia and the Konfrontasi

In 1963, Malaya, Sabah, Sarawak, and Singapore merged to form the Federation of Malaysia. Sukarno saw this as a betrayal of the Greater Indonesia vision—a British-backed attempt to divide the Malay world. He declared a policy of Konfrontasi (Confrontation) against Malaysia, a low-level conflict that lasted from 1963 to 1966.

The conflict ended with the fall of Sukarno and the rise of Suharto’s New Order, which abandoned the Greater Indonesia vision in favor of a more pragmatic foreign policy.

The Legacy of Greater Indonesia

The dream of Greater Indonesia never became a reality. But it left a lasting legacy:

LegacyDescription
Indonesian NationalismThe vision strengthened Indonesian nationalism and the belief in a unified archipelago
Malaysian NationalismThe vision forced Malaya to define its own identity, separate from the larger Indonesian project
Regional TensionsThe conflict between Indonesia and Malaysia left a legacy of mistrust that persists in some quarters
Cultural UnityThe vision reminded the peoples of the region of their shared heritage, even if political unity proved impossible
Asean CooperationThe failure of Greater Indonesia paved the way for a different form of regional cooperation—ASEAN

Story Hook: The Last Believer

An old Indonesian man, born in the 1940s, remembers the dream of Greater Indonesia. He was a young man when Sukarno spoke of the vision, when the streets of Jakarta were filled with the hope of a united Malay world. He believed in the dream, and he still believes in it, even though the world has moved on.

His grandson, a young historian, interviews him for a project on the history of the region. The old man tells him the story of the dream—the dream that inspired a generation, the dream that led to conflict, the dream that was never realized. The young historian begins to understand that the dream was not a failure—it was a vision of a different future, a future that the world did not choose.

“They say the dream is dead. But dreams do not die. They sleep. And when they wake, they change the world.” — An old man, remembering the dream of Greater Indonesia

Visual Imagery

Greater Indonesia is often depicted in art and photography as:

  • A map of the Malay world, stretching from the Malayan Peninsula to Papua
  • Sukarno addressing a crowd, his arms raised, speaking of the vision
  • The Maphilindo logo—three nations united in a single emblem
  • The Konfrontasi—a low-level conflict on the borders of Malaysia and Indonesia
  • A meeting of Malay world leaders, discussing the future of the region
