The Policy That Created Nationalism
The Dutch Ethical Policy (Ethische Politiek) was announced by Queen Wilhelmina in her 1901 speech — a colonial policy that claimed to “repay the debt” to the indigenous population through education, irrigation, and welfare.
But in practice:
- It was a paternalistic system
- It produced educated natives who became nationalist leaders
- These leaders — educated under the Ethical Policy — would ultimately overthrow Dutch rule
